Welland River at Merritt Island would be ideal.
The pedestrian bridge at the Aqua duct would be your best bet.

Fort Erie - Niagara river. At the base of Jarvis St there are quite a few options.

Binbrook Conservation Area has a long wooden deck I'd think is ideal to cast from in a wheelchair. You can drive right up to it too.

Goodluck and good fishing!

Grand River Caledonia.
Just above the dam on the south side (Hamilton side) of the river there is a concrete pad enclosed with a metal railing designed for fishing from a wheelchair. Wheelchair parking in the lot and hilly but fairly easy access to the pad.
Park and picnic area close by. Lots of tables and a pavillion.

don't forget Port Dalhousie..............anywhere is good in Port D and very easy access to all fishing spots for a wheelchair. anywhere along the West pier and behind the Legion off Lakeport Rd., the Marina and East pier at the end of Lighthouse Rd.

possibly Queenston dock. it is accessible, but there's not much fish in there this year, unless you don't mind catching Goby's. LOL.

I would also suggest Navy house behind Fort George in Niagara on the Lake. the only problem is, you'de have to carry the person down several steps in order to fish off the rather large wooden dock there. other than that, it is fishable from a wheelchair.

the Green Ribbon Trail on Martindale Rd. there's a path right down to the water and you can fish from the path. there's quite a bit of weeds and Lilly Pads in there right now, but it is still fishable.

if I can think of any more locally, I will post them.

Trout pond in St Davids. Chippawa Creek Conservation area (Dils Lake), Stevensville conservation area (I think), and Zooz if they still let you fish the private pond.

The park behind the Wellandport community center while not officially accessible has level ground right up to the water. It is a well used spot.

Same thing for the boat launch west of the Stanley Ave bridge in Niagara Falls (Across the river from Grassy Brook park).

Carp and sunfish.

I haven't been there in a few years.

When I was last there, they lent out bamboo poles, (with about 10ft of line no reel), bait, and paddle boat (no extra cost).

If you just wanted to take out a paddle boat, (no fishing gear) that was free too.

EDIT***

See this link http://www.zooz.ca/?page_id=118 It says bass and sunfish but there are carp in there.
