port dover pier is good , direct access from parking lot ,

possibly Queenston dock. it is accessible, but there's not much fish in there this year, unless you don't mind catching Goby's. LOL.
I would also suggest Navy house behind Fort George in Niagara on the Lake. the only problem is, you'de have to carry the person down several steps in order to fish off the rather large wooden dock there. other than that, it is fishable from a wheelchair.
the Green Ribbon Trail on Martindale Rd. there's a path right down to the water and you can fish from the path. there's quite a bit of weeds and Lilly Pads in there right now, but it is still fishable.
if I can think of any more locally, I will post them.

The park behind the Wellandport community center while not officially accessible has level ground right up to the water. It is a well used spot.
Same thing for the boat launch west of the Stanley Ave bridge in Niagara Falls (Across the river from Grassy Brook park).

When I was last there, they lent out bamboo poles, (with about 10ft of line no reel), bait, and paddle boat (no extra cost).
If you just wanted to take out a paddle boat, (no fishing gear) that was free too.
