The concept of possession limit is more an enforcement tool that gets used mostly in two situations : When an angler is being checked on the water or on the way home from fishing or When an angler has been monitored and evidence exists that his freezers are worth checking. For the most part, us law abiding commoners need to just follow the rules, and no one gets hurt. Those were caught with a commercial licence and are packaged as such although this doesn't stop anyone from buying a bag of fish then filling the empty bags with their own fish.
