I think its in place to prevent accidental spill and release and illegal transfer and release...because you know its gonna happen at sometime. It puts a stop to that problem right off the hop - I say stop, but we all know it doesn't stop. I agree with their sentiment to stop invasives, but it is short sighted. Lots of guy launch from the US side and get bait at the same time...and gas...and beer! You also didn't specify US or CAN Charters, but I am assuming CAN.
