That is a good question. Some say it is O.K. because small organisms feed on the remains. Those same organisms feed the bait and so on. They say if we start dumping if you start dumping non toxic bio waste into the oceans they might start to make a comeback. Over-fishing would have to stop at the same time. They same could be said for the lakes I would think. When some fish spawn they die. Just because a human killed it doesn't make it any less beneficial to the environment.
