When the government loses billions in taxes from lost jobs......they either tax more or cut services , or both . When you cut back on the CO's for instance , the opportunity arises for the poachers to increase their illegal activities . When you cut back on cops, nurses ,,,,,,,,well you know what happens . Despite that, poaching had once been considered a serious offence under the Common Law, punishable by death. Now it is merely seen as a misdemeanor.
